You can merge surfaces with the Combine tool. Surface must share edges to be merged. If surfaces enclose a volume, you can use the Combine tool to quickly convert the enclosed volume into a solid and trim the extra. Sometimes, if you manipulate a surface so that it becomes self-intersecting, you may need to create a solid from the surface that remains.
Select the Combine tool from the Intersect ribbon group. The second surface takes on the color and visibility properties of the first surface. The Structure tree shows the merge.

Set it to import solids only unless you don't mind surfaces slipping through. Make sense? Check your model tolerance in NX. If your modeling tolerance is tighter smaller than the software that exported the STEP model, then you're wasting your time trying to get a solid from the STEP file.
The tolerances need to either match or NX's tolerance needs to be larger. That's just my personal opinion. You can use many techniques to repair the imported geometry. You might have to use Bridge Curves if the adjacent surfaces are a mess as well. Sometimes this prior trimming information is not retained in the translation of the surfaces, other times it is. If you can untrim, then re-trim surfaces, that will be your best option for preserving the original topology shapehowever, we don't live in a perfect world and you might have no choice other than to rebuild some of the surfaces as mentioned above.

Unable to convert Surface (Imported) to Solid in SolidWorks 2017
On imported surfaces that represent a closed volume, right-click at the part level and select convert to solid. This method creates a solid shape with a single IntelliShape. Using the additional surfaces and surface created from faces, create a closed volume from the surfaces. As soon as the surface creates a closed volume, the model will automatically convert into a solid shape. The surface shapes all need to be IntelliShapes of the same part either by boolean or by using the Add as IntelliShape during creation of the surfaces.
This method retains the surface shapes as IntelliShapes of the solid part. These IntelliShapes can be edited at a later time. As long as the edits maintain a closed volume, the shape will remain as a solid part. During modification where the solid returns to a surface shape, some solid shapes may become invalid until the shape returns to a solid.
Once surface shapes are converted into solid shape, normal modeling operations can be performed on the model. Converting Surfaces into Solids.
